Thank you for your interest in the Kansas School Benefits Group Trust (KSBG), administered by Greenbush Health. KSBG is a fully insured Municipal Group Trust. Member groups are offered a choice of 3 fully insured health coverage options currently through Blue Cross Blue Shield, plus voluntary life (Assurant Employee Benefits), dental (Delta), and Vision (VSP) benefits. The KSBG Trust utilizes a composite premium rating method for all benefits. The claims experience of all member groups is combined to formulate premium rates, which are identical for all participating groups.
Requirements of those participating in the trust are:
- New members shall commit to participation in the Trust for a two-year period commencing with the new members initial plan year and extending through the date two years thereafter. All further years will be on an annual basis with notification of cancellation being submitted by February 1 preceding the ending date of the plan year. Improper cancellation will result in a penalty.
- Participating employers must enroll at least 75% of KPERS adjusted eligible employees (630+ hours annually).
- A minimum contribution is required of $150 by each employer for all eligible employees for 12 months. Participating employers shall pay a full life contribution of at least $10,000 for all eligible employees. Life insurance is to be provided while employers are covered under the BC/BS-KS contract.
- No cash option may be given to employees, except for grandfathered employees. The cash option shall not be extended to additional employees and shall be frozen with no future increases as of your entrance date into the Trust.
- Members will pay a $5 per person enrolled in health insurance per month fee to cover Greenbush Health administration fees. This fee is not included in the premium rates.
If you have decided to continue the membership process the following will need be done:
- Blue Cross Blue Shield will look over claims to see if your group meets the claims usage allowances to be allowed into the trust. Please keep copies of any items requested by BC/BS so that upon their approval these items will be neded for the actuarial study.
- Upon approval by BC/BS an independent actuarial will be done at the applying members expense. The actuarial will need claims history of the prior 18 months from your current insurance carrier, a current census of eligible employees, as well as any other documentation given to BC/BS (ie health profiles). We have been quoted the following fees for actuarial studies:
Groups between 51 and 100 employees - $200.00
Groups between 101 and 150 employees - $250.00
Groups between 151 and 250 employees - $300.00
Groups over 250 employees - $375.00
If there is an additional review required due to additional or corrected information there would be an additional charge of up to $75.00 per group, depending on time spent.
- If the actuarial study were favorable then the trust members would then vote to accept or deny you as a new member. Upon acceptance, you would sign all appropriate agreements to become a member of the trust. If denied due to unfavorable actuarial study please keep us in mind for next year if you feel your group claims usage has improved.
